June this year is the 23rd National "Work Safety Month", with the theme of "Everyone Talks about Safety, Everyone Can Respond to Emergency-Smooth Life Channels", and June 16 is the National "Safety Publicity and Consultation Day". In order to organize and do a good job in the 2024 National "Work Safety Month", the following matters are hereby notified:

1. Deeply publicize and implement General Secretary Xi Jinping's important expositions on work safety

All regions, relevant departments and units should organize the study of General Secretary Xi Jinping's important expositions on work safety and the spirit of important instructions and instructions. The work safety committees of all regions should focus on "Deeply Studying and Implementing Xi Jinping's Important Expositions on Emergency Management", carry out special seminars, concentrated lectures, and coaching reports, fully understand the essence of General Secretary Xi Jinping's important expositions on work safety, and transform the results of theoretical learning into innovative ideas, practical measures, and effective methods for planning and promoting work. The main responsible persons of enterprises and institutions should organize activities such as "Safety Production Discussion", "Pre-shift Meeting", "Popularizing Laws through Cases", etc., organize the viewing of the "Safety Production Month" theme propaganda film, the "Safety Production Responsibility Shoulder" warning education film, accident warning education film, typical case analysis film and "National Safety Open Class", etc., to promote the establishment of a safe development concept.

2. Organize publicity and drills for unblocked life passages

All regions, relevant departments and units should focus on the main content of "unblocked life passages" and organize publicity and drills. Make full use of posters, cartoons, short videos and other diversified forms to explain the meaning and identification methods of life passage signs, the necessity and legal responsibility of keeping them unblocked, and widely disseminate them through various new media platforms, electronic screens at transportation hubs, outdoor building screens and other diversified carriers to expand the publicity and influence of "unblocked life passages". Organize emergency evacuation drills, online escape courses, escape knowledge quizzes and other activities in conjunction with relevant departments to simulate fire and earthquake scenarios, highlight the key role of life passages in escape and emergency rescue, strengthen the public's safety awareness of not occupying or blocking, publicize emergency evacuation knowledge and skills, and enhance the public's ability to avoid emergencies. Make full use of the reporting reward mechanism to encourage the general public to actively report safety hazards that block "life passages" around them, especially in "nine small places", multi-format mixed production and operation places, and crowded places, and strive to be whistleblowers of public safety.

3. Carry out "Safety Publicity and Consultation Day" activities

On June 16, the main event of the national "Safety Publicity and Consultation Day" was organized in Chengdu, Sichuan Province. Safety committees and enterprises in various places should organize and carry out "Safety Publicity and Consultation Day" activities in light of their actual work, broadcast promotional videos and public service advertisements for the "Safe Production Month" activities on site, hold safety initiatives, safety oaths, and safety culture-themed art performances around the theme of "Everyone talks about safety, everyone knows how to respond to emergencies - unblocking life passages", arrange exhibition boards, models or VR experience areas, display the layout and signs of life passages in different types of buildings, set up consultation desks, and have professionals answer questions from the public about self-inspection, self-correction, and repair of life passages in families, communities, and workplaces, and provide personalized services. Encourage all kinds of safety science education and experience bases to be open to the public free of charge, and mobilize influential public figures such as safety experts, role models of the times, and the most beautiful emergency management workers to carry out safety publicity in a concentrated manner. Actively create a good atmosphere of social attention and participation by the whole people, and strive to improve the safety quality of the whole people and the overall safety level of society.

4. Continue to promote the "five-in" work of safety publicity

All regions, relevant departments and units should continue to promote the "five-in" work of safety publicity, and actively participate in national activities such as the "Smooth Life Channel" series of evacuation drills, the "Escape and Escape Training Camp" short video new media show, the "Life Heroes in Critical Moments" emergency science popularization fun learning, and online knowledge quizzes. Organize and guide enterprises to actively cultivate safety culture, thoroughly publicize and implement the three-year action plan for the root cause of production safety, organize employees to learn and use the standards for determining major accident hazards, and conduct evacuation drills; rural areas should focus on promoting safety knowledge such as the use of agricultural machinery, biogas, and pesticides, carry out scientific education on the safety of rural self-built houses, and enhance residents' awareness of housing safety; communities should carry out "door-to-door safety delivery" publicity activities, and widely mobilize safety grid members, property staff, and safety volunteers to focus on the popularization of scientific knowledge related to "unblocking life channels"; schools should integrate safety education into daily teaching, and carry out safety hazard inspections, risk avoidance and escape training and drills for crowded key places such as dormitories, classrooms, laboratories, and canteens; families should learn about electric bicycle charging safety, energy storage equipment safety, gas safety, and electricity safety, conduct regular home safety inspections, and be familiar with risk avoidance and escape routes.
